Off page SEO is all about link building. This is the cornerstone of the Google Algorithm and it has been adopted by all the other major search engines as well. Each website that links to your site is counted as a vote. The better the website that links to your site, the stronger the vote.
People exploited this in the past by exchanging links with anybody willing. But this link exchange method has little to no effect anymore. The links that help with Off Page SEO are those that link to you, but you don't link back.
